  • Tenders are invited for Water Cycle Hydrology Science Cluster - Advancing Flood Forecasting - Expro+ Price Range 500 Keuro This activity is focused on the exploitation of Earth Observation data, in situ data and flood models with the aim of enhancing theuse of EO data for flood prediction. It is motivated by the need to maximise the use of the above-mentioned data and tools for the UN Sustainable Development Goals number 6, Water, and the societal benefit of a better Capability to predict floods based on river discharge and flood models.Activities shall aim at capitalising on latest advances in EO technology and multi-mission data to enhancing our capability of characterising and understanding the multi-scale variation of inland water storage and discharge in view of driving a flood forecasting model. To achieve these scientific goals, the proposed activity shall address specifically the followingtechnical challenges:Improve the retrieval of near-real-time river level and discharge, including the use of "auxiliary" (fromother sensors) data.The use of auxiliary data from imaging instruments and assimilation in catchment models is the deemed best wayforward to compensate slow revisiting time of the radar altimeter and is therefore considered mandatory for this development. Design synthetic data assimilation experiments to infer the maximum achievable performances of a data assimilation model for flood forecasting.Produce flood forecasts with a 7-day lead time. A global dataset of near real time river discharge and flood forecasting with a 7-day lead shall be produced and published in near real time for the inland water community to access and evaluate. An additional RD activity focused on river level and river discharge shall be devoted to further characterize the recently developedFF-SAR processing allowing reducing the along-track resolution down to the theoretical limit equal to half the antenna size (50 cm)andtest this technique on local use cases. Selected areas, regions of interest, shall include reliable in situ data and a list of the data already acquired or at least an estimation of the effort needed to collect further auxiliary data shall be provided (e.g., river gauges, radar/optical images for water masks and deriving river discharge, bathymetry and precipitation data for data assimilation models, GNSS data for WTC computation, Fiducial Reference Measurements). A major goal is to derive River Discharge in near-realtime globally, blending Altimetry, which is not sufficient on its own especially for the time sampling, with other spaceborne sensors and feeding one or more flood forecasting models to produce a 7-day forecast of water level during flooding events. Another key aspect of the activity will consist in exploiting the improved datasets conjointly with complementary observation for in-depthscientific analysis and impact assessment, with a focus on previously mentioned key scientific objectives.The impact assessment, an important activity, is to demonstrate the impact of the results and output products of this activity on Earth system science and potential future applications. To this end, the Contractor shall implement at least 4 study cases demonstrating the benefits and unique value of the resulting products to gain a better understanding of the Earth system and establishing a solid scientific basis forthe development of new applications focused on floods. The study cases shall address some of the key processes and interactions in the Earth system where the generated global products may contribute, with special focus on key potential regions of interest and/or processes with a particular relevance for local populations.Read more
