71 of the Code, entirely managed electronically and with the application of the fixed price criterion pursuant to art. 108 co. 5 of the code. Therefore, for the purposes of the award of the Framework Agreement, the economic operators will compete only on the basis of qualitative criteria, as the element relating to the price assumes the form of a fixed price (intended as such the time rates indicated in art. 6 of the technical specifications) the price element may be subject to assessment when reopening the competitive confrontation among the winning economic operators.
