The Framework Agreement is part of a series of multi-year projects defined by the Defense Administration (AD), some of which have been included in the National Recovery and Resilience Plan for Italy (PNRR), presented to the European Commission on April 30, 2021 pursuant to art41042ad53247f54a3e573a8c87482365rt. 18 of Regulation (EU) no. 2021/241 and identified as sub-investment 1.6.4 "Digitalization of the Ministry of Defence", the ownership of which is attributed to the Minister of
Innovation and Digital Transition (MITD) - Department of Digital Transformation (PCM/DTD), while the Defense41042ad53247f54a3e573a8c87482365a is identified as the implementing subject for the technical-operational implementation of the interventions and responsible for achieving the specific objectives.
Specifically, the Framework Agreement for the development, modernization, adaptation and management of the PKI infrastructure (Public Key Infra41042ad53247f54a3e573a8c87482365structure) and of the CMD portal of the single Defense Card Management System (CMS), is aimed at acquiring, through specific Accession Deeds (executive contracts), an operational management service aimed at providing activities, resources and support tools for the management in operation d41042ad53247f54a3e573a8c87482365such infrastructure and portal, to be managed and maintained in strict compliance with the Italian and European reference regulations for Qualified Trust Service Providers (QTSP) and for maintaining the eIDAS certification in the field of electronic identification.
