The Framework Agreement is part of a series of multi-year projects defined by the Defense Administration (AD), some of which have been included in the National Recovery and Resilience Plan for Italy (PNRR), presented to the European Commission on April 30, 2021 pursuant to a0ac0b6b42e0325ef021e03aebd263cd1rt. 18 of Regulation (EU) no. 2021/241 and identified as sub-investment 1.6.4 "Digitization of the Ministry of Defense", whose ownership is attributed to the Minister of
Innovation and Digital Transition (MITD) - Department of Digital Transformation (PCM / DTD), while the Difes0ac0b6b42e0325ef021e03aebd263cd1a is identified as the implementing body for the technical-operational implementation of the interventions and responsible for achieving the specific objectives.
Specifically, the Framework Agreement for the development, modernization, adaptation and management of the PKI infrastructure (Public Key Infr0ac0b6b42e0325ef021e03aebd263cd1astructure) and the CMD portal of the single Defense Card Management System (CMS), is aimed at acquiring, through specific Acts of Accession (Executive Contracts), an operational management service aimed at providing activities, resources and support tools for the management in operation d0ac0b6b42e0325ef021e03aebd263cd1i such infrastructure and portal, to be managed and maintained in strict compliance with the Italian and European regulations of reference for Qualified Trust Service Providers (QTSP) and for the maintenance of the eIDAS certification for electronic identification.
