• Tenders are invited for ESA EO Data Space Highway ESA intends to pursue the integration of the ESA Digital Twin Earth (DTE) Element of the European Earth Watch Programme into the DestinE and Copernicus IT context. The ESA DTE is based on an effective integration of the latest advances in ESA-EO data products, science results, community models and AI simulations. ESA DTE will be built with and for the community, based on the principles of open science, technological and scientific excellence, stakeholders' engagement, industrial competitiveness, and by employing state-of-the-art IT and cloud computing technologies.In this initial phase, ESA DTE aims at swiftly developing further and extending the existing ecosystem of additional data and services, thereby complementing DestinE and existing capabilities in Member States.In the frame of the ESA Digital Twin Earth, the subject of this Intended Invitation to Tender covers the ESA DTE High Performance Earth Observation Digital Twin Components Ready Data (from now on referred to as "HIGHWAY"), which will offer ESA Earth Explorer data access and services for seamless ingestion into Digital Twins and for exploitation by DestinE users within the DestinE core Service Platform. The services shall be based on the technical solutions and guidelines of the European Cloud Federation and the common European Data Spaces (SIMPL), incorporating the necessary interoperability services for the DestinE platform.The HIGHWAY service shall include the following key features:Seamless Data Ingestion: seamless ingestion of ESA EO data into the ESA DTE framework, ensuring that the ESA EO Digital Twin Components or the DestinE advanced applications or services have access to up-to-date and comprehensive Earth Explorers data for accurate simulations and predictions.Data Harmonization: harmonized metadata, data formats, and spatial/temporal management consistent across datasets to streamline data discovery and usage, allowing users to easily access and retrieve data.Cloud-Optimized Format: transformation of ESA EO data into cloud-optimized formats, enabling faster and more efficient data accessand processing in cloud-based environments. Data Fusion: integration of multiple Earth Explorers missions into a unified data representation to leverage more comprehensive and accurate analyses.Data Cube Implementation: provision of multi-dimensional representation of EO data to facilitate the provision of efficient querying, analysis, and visualization interface and usage for ESA DTE models.Interoperability: adherence to the technical solutions and guidelines related to the European Cloud Federation and the common European Data Spaces (SIMPL).Scalability and Performance: scalable services adapting the operational resources consumption to userdemand, allowing users to quickly access and process large volumes while respecting availability of services resources.The above service shall be provided to cover the following Phases:Phase 1: Service set-up. This phase encompasses all the necessary activity to put in place the service and include the operational Earth Explorers data prioritising SMOS and CryoSat-2; (duration 6 months). This phase is concluded by Operational Readiness Review (ORR) where the Contractor shall demonstrate its capacity to deliver the full service. Phase 1 has a duration of 6 months starting on March 1, 2024.Phase 2: Routine Service provision encompasses the actual operations and future evolutions of the service (new datasets and new functionalities subjected to the authorization by the Agency); the performance of the service will be assessed quarterly trough dedicated service reviews. Phase 2 has a duration of 18 months starting on September 1, 2024 with a potential extension of 2 years. Price Range: 500 KEURO.
