Assignment Description The typology of activities to be performed under this assignment include: (i) primary and secondary data collection and analysis regarding the nature of the movement of containerized freight between Central Europe and intercontinental markets, with an emphasis on the Asia-Europe trade, including origin-destination-commodity-mode data, port-level and facility-level data, and GIS illustrations of infrastructure provision and domestic and international maritime, rail intermodal, and truck freight activity; (ii) design and conduction of structured interviews with well-defined lines of inquiry across key private sector stakeholdersshippers, carriers, and logistics service providersactive in and/or serving Central Europe and Greece; (iii) policy analysis and specific advice regarding multimodal transport and storage/handling infrastructure provision, service delivery improvements, regulatory improvements, and other forms of facilitating Greeces participation in containerized freight itineraries linking Asia and Central Europe, from the perspective of private sector freight stakeholders; (iv) supply-demand freight flow forecasting at the corridor as well as node (e.g., port) level; (v) technical reviews of existing regulatory, commercial, and legal frameworks, as well as existing master plans, feasibility studies, and similar documents; and (vi) preliminary appraisals of major reforms or investment initiatives. The focus of the assignment is on containerized freight, with an emphasis on the Asia-Central Europe market, and above all the China-Central Europe market. While not directly covering them, the work is expected to yield insight into other international markets (e.g., North America-Central Europe, South Asia-Central Europe, Africa-Central Europe), as well as into Greeces own import-export containerized flows. Throughout the assignment, the logistics sector will be defined in broad terms to include not only the activities taking place within the confines of maritime port facilities, but also those activities related to domestic and international marine operations (e.g., navigation, service connectivity, dredging, cabotage protections, etc.) and hinterland operations (e.g., truck drayage, container depots, logistics centers, rail intermodal services, and the like). The assignments emphasis will be to produce market-based evidencei.e., evidence of private sector demand-side and supply-side freight activity, and of the views, decision making drivers, and operational gaps/unmet requirements of private sector freight stakeholders, to address the key issue of how public sector decision making in Greece (planning, regulation, policy making, institutional organization) should be informed by observable market considerations. The intention is for this work to be fully applied, with minimal theoretical content, yielding output that is fully recognizable by practitioners on the demand side (e.g., shippers) and supply side (e.g., carriers and logistics service providers). The assignment will address the following range of deliverables: (i) a basic mapping of the Central European hinterland for intercontinental containerized freight, with emphasis on the Asia-Central Europe trade, including a well-substantiated geographical definition of this hinterland, representative market sizing of this hinterland in terms of TEU, tonnage, and major commodity types, and a quantitative and visual assessment of the supply-side services (capacities, frequencies, costs, etc.) by mode to move and handle containers between Asia and Central Europe, with an emphasis on Pan-European Corridor X via Greece and the Western Balkans; (ii) a structured interview program with shippers, carriers, and logistics service providers based in and/or serving Central Europe; (iii) a structured interview program with shippers, carriers, and logistics service providers based in and/or serving Greece and/or Greece-Central Europe itineraries; (iv) an assessment of Port of Piraeus transshipment and gateway flows, long-term volume and capacity forecast, and hinterland connectivity strategy; (v) an assessment of Port of Thessaloniki transshipment and gateway flows, long-term volume and capacity forecast, and hinterland connectivity strategy; (vi) development of a scenario-based forecast model of container shipping flows to/from Asia and Central Europe; and (vii) a well-prioritized program of actionable recommendations for Greek government public sector interventionsinfrastructure provision, legal and regulatory improvements, policy improvements, instructional organization improvements, fiscal and financial sector improvements, marketing approaches, and the liketo address the findings of the previous tasks, with the goal of increasing Greeces participation as a regional gateway to Central Europe; increasing the incidence of gateway (as opposed to transshipment) flows at Greek ports; increasing the demand for inland transport and logistics services within Greece; and, ultimately, deepen the economic impact (jobs, investment, growth) of the logistics sector on the Greek economy. Recommendations should be justified by citing similar cases of successful implementationand verifiable contribution to the policy goals just listedin the international experience, particularly in Europe. The World Bank will use these inputs, and will further expand upon these inputs, to provide direct advice to the Government of Greece at the most senior levels. In delivering the required outputs, the Consultant will be expected to rely on both (a) off-the-shelf commercial/specialized and/or publicly available data sources; and (b) tailored, newly-developed intelligence on the main drivers of shipper- and carrier/service provider-level decision making and market performance (e.g., logistics costs, connectivity, etc.). The latter shall be obtained from (a) fresh surveys and interviews with shippers, carriers, privately held research outfits (e.g., banks), and logistics service providers of various kinds; (b) interviews with regulators, policy makers, and other public sector officials in Greece, Central and Southeastern Europe (access to some of which could be facilitated by the World Bank); and (c) the consultants own insights, models, and analyses. The winning Consultant will be contracted by and report to the World Bank. All deliverables will be addressed to and revised and approved solely by the World Bank. The services are expected to kick-off in March 2021 and close in March 2022. Consultant selection and contracting is subject to confirmation of availability of funding. Interested consultants are hereby invited to submit expressions of interest in English, electronically through World Bank Group eConsultant2. NOTES ---Providing additional EOI material--- Prospective consultants are encouraged to attach a supplemental EOI document along with the standard response fields via the eConstultant2 system. This document should be no longer than 30 pages, including CVs. ---Consultants experience--- Prospective consultants should include no more than their 10 most relevant experience summaries from projects undertaken within the last 10 years. Prospective consultants are strongly encouraged to make explicit linkages between experiences cited and CVs included in their EOI document. General firm experiences may not provide sufficient evidence of qualifications for making the shortlist for this tender examples of past experience should be directly aligned with the topics of this tender. ---Covid-19 and representation in Greece --- As the Covid-19 pandemic is expected to restrict travel during the assignment, prospective international consultants may wish to associate with local firm(s) in Greece. ---Consultants organization and disclosures--- Prospective consultants should provide brief, basic information about their firm and core lines of business. Where available, prospective consultants are invited to submit their most recent annual report (not included in the 30-page limit for supplemental materials). Prospective consultants should clearly disclose any fraction of their shares held by public sector entities from any nation. ---Team structure and CVs--- Consultants are requested to limit the number of full CVs included in their EOI documents to no more than 7 key individuals who will be likely to feature prominently in any potential subsequent offer during the Request for Proposals (RfP) stage. Prospective consultants are strongly encouraged to consider the balance of the CVs included within their EOI document with respect to senior and junior staff inputs. Prospective consultants should review the credibility of proposed inputs for individuals who simultaneously hold senior managerial positions within their respective firms.
