- The European Space Agency (“the Agency”) is establishing a Dynamic Purchasing System (DPS) for Copernicus Contributing Missions for sourcing and procuring commercial Earth Observation data (e.g., VHR optical data, VHR SAR data, Hyperspectral, Atmospheric Composition and Thermal Infrared (TIR)) in line with Copernicus user needs and complementary to Earth Observation data provided by the current Sentinel and future Sentinel expansion missions. As a variant of a restricted procurement procedure, a DPS is a two-stage fully electronic process, where during the first stage economic operators submit their requests to participate and during the second stage the Agency conducts restricted open competitions among the economic operators admitted to participate in the DPS at Stage 1.
